You cannot transfer to a full server and about noone can tell you when it will be not full (very high) next time. It depends on the server WvW activity. If many players stop playing WvW there or transfer to other server then it may open, but it can be full for months or even for a half year or more. Also good to know that the cost of a transfer
World/server you pick when you make your first character only matters for two things basically: 1)Do you want to play on EU or NA servers. 2)What world do you want to represent in the World vs World game mode. It's also possible to transfer to different worlds and between EU/NA for a gem cost. World does not matter in pve aside from the NA/EU

Yeah regions can matters a lot more than servers. DE in that case most likely means you joined a german server. If you have the free to play version I'd think about creating a new account. A server change is possible but it's roughly 10-20$ in gems, so not really worth it if you just started out and didn't buy the expansions right away.
